This is the first of two

contemplated Treaties, the second of which will deal with commercial and economic matters. The Colonies may well be concerned on the point of freedom of Chinese nationals to travel and reside throughout the whole extent of the Colonial territories, and the led question arises as to now far in hlin, present circumstances Colonial Just Governments are in a position to as can implement the provisions of this anume article in this or in any other

respect.
